can we considered HUS4 installed in Hollow Core Slab with partial embedment depth to be a seismic design / approved

The HIT RE500v3 is approved for larger borehole diameter up to times 1.5 anchor diameter. However, the approval is based on ACI 318 Chapter 17, and uses threaded rods. May I ask if this is also approved for rebars if to be based on ACI 318 Chapter 25?
