During a proof load test, the anchor fail due to concrete breakout. they are checking if they could repair the concrete using epoxy grout or other materials used for repairing concrete, and afterwards drill again on the same spot. however the epoxy here would bond with the grout instead of the concrete. please share your insights here.

We suggest that embedment depth of threaded rod with RE 500 v3 should be completely in concrete so as to resist the tension load. Since we do not have any tested or published data of RE 500 V3 bond strength with epoxy and hence cannot comment of the resistance of epoxy.
Also we cannot comment on monolithic nature of epoxy grout with concrete, hence we cannot comment on the role of epoxy to the resistance of load.
If there is any shear load present on the base plate then stand-off fastening should be considered while designing the connection.
