Pullout Capacity of Expansion Anchors

Why does Expansion Anchors such as HST3 & HSL4 (of certain diameters) does not have pullout capacity in Profis Engineering. Please elaborate explanation on the ESR "pullout strength in tension need not be evaluated".

Pull-out in tension mainly depends on the anchor quality, the cracked condition of the concrete and the concrete class.
In instances where pull-out is not deemed decisive by evaluation to ACI 355.2, the underlying assumption is that concrete cone breakout occurred before pull-out could be achieved. Hence, the ESR does not publish this value.
